Sec. 130. 
Order or certified copy as prima facie proof. 
An order or a
certified copy
thereof, over the seal of the
Department and purporting to be signed by the Secretary, shall be prima
facie proof:

 
 
(1) that the signature is the genuine signature of 
 
the Secretary; and

 
 
(2) that the Secretary is duly appointed and 
 
qualified.
