Sec. 4-16. 
Order or certified copy; prima facie proof. 
 An order of revocation or suspension or placing a license on probationary status or other disciplinary action as the Department may consider proper or a certified copy thereof, over the seal of the Department and purporting to be signed by the Secretary, shall be prima facie proof that:
 
 
1. the signature is the genuine signature of the 
 
Secretary;
 
 
2. the Secretary is duly appointed and qualified; and
 
 
3. the Board and the members thereof are qualified to 
 
act.
Such proof may be rebutted.
