Sec. 20-60. 
Order; certified copy. 
An order or a certified copy of an
order, over the seal
of the Department and purporting to be signed by the Secretary or his or her designee,
shall be prima
facie proof that:

 
 
(1) the signature is the genuine signature of the 
 
Secretary or his or her designee;

 
 
(2) the Secretary is duly appointed and qualified; and

 
 
(3) the Advisory Board is duly appointed and 
 
qualified.
