Order or certified copy; Prima facie proof.

Sec. 33. 
Order or certified copy; Prima facie proof. 
An order
or a certified copy thereof, over the seal of the Department and
purporting to be signed by the Secretary, shall be prima facie proof:

 
 
(a) That such signature is the genuine signature of 
 
the Secretary;

 
 
(b) That such Secretary is duly appointed and 
 
qualified; and

 
 
(c) That the Board and the members thereof are 
 
qualified to act.
