Illinois Code § 225 ILCS 320/25

Order or certified copy; prima facie proof.

An order of
suspension, revocation, or reinstatement of a license, or of dismissal of a
complaint or petition, or a certified copy of such an order, over the seal
of the Department and purporting to be signed by the Director, shall be
prima facie proof that:

 
 
(a) the signature is the genuine signature of the 
 
Director; and

 
 
(b) the Director is duly appointed and qualified.
