Sec. 140. 
Order; certified copy. 
An order or a certified copy of an
order, over the seal of the Department and purporting to be signed by the Secretary, shall be prima facie proof:

 
 
(a) that the signature is the genuine signature of 
 
the Secretary; 

 
 
(b) that the Secretary is duly appointed and 
 
qualified; and

 
 
(c) that the Board and the members of the Board 
 
are qualified to act.
