(Section scheduled to be repealed on December 31, 2029) Sec. 23. Judicial review of final administrative decision. The Administrative Review Law and the rules adopted under the Administrative Review Law apply to and govern all proceedings for judicial review of final administrative decisions of the Department under this Act. Such judicial review shall be had in the circuit court of the county in which the cause of action arose. The term "administrative decision" is defined as in Section 3-101 of the Code of Civil Procedure.
