Illinois Code § 225 ILCS 225/18

Whenever the Department finds that an emergency exists, including those

within programs approved in Section 10, which requires immediate action to
protect the public health, it may, without any administrative procedure and
without notice, hearing, or bond bring an action for a temporary restraining
order or a preliminary injunction to
require that such action be taken as the court may deem necessary to meet
the emergency, including the suspension or revocation of the license.
Notwithstanding any other provision in this Act such order shall be
effective immediately. Such action shall be brought by the State's Attorney
of the county in which the violation occurred or by the Attorney General in
the name of the People of the State of Illinois. When such conditions are
abated, in the opinion of the Department, the Department may request and
the court may enter an order that
the temporary restraining order or a preliminary injunction be dissolved.
