Sec. 180. 
Order or certified copy as prima facie proof. 
An
order or a certified copy thereof, over the seal of the Department
and purporting to be signed by the Secretary, shall be prima facie
proof:

 
 
(1) that the signature is the genuine signature of 
 
the Secretary;

 
 
(2) that such Secretary is duly appointed and 
 
qualified; and

 
 
(3) that the Board and its members are qualified to 
 
act.
