Sec. 21.4. 
Order or certified copy; prima facie proof. 
An order or certified copy thereof, over the seal of
the Department and purporting to be signed by the Secretary, is prima facie
proof that:

 
 
(1) the signature is the genuine signature of the 
 
Secretary;

 
 
(2) the Secretary is duly appointed and qualified; and

 
 
(3) the Board and the members thereof are qualified 
 
to act.
