Sec. 30. 
Powers and duties of the Department. 
Subject to the provision of this Act, the Department may:
 
 
(a) Authorize examinations to ascertain the 
 
qualifications and fitness of an applicant for licensure as a respiratory care practitioner.
 
 
(b) Pass upon the qualifications of an applicant for 
 
licensure by endorsement.
 
 
(c) Conduct hearings on proceedings to refuse to 
 
issue, renew, or revoke a license or to suspend, place on probation, or reprimand a license issued or applied for under this Act.
 
 
(d) Formulate rules required for the administration 
 
of this Act. Notice of proposed rulemaking shall be transmitted to the Board, and the Department shall review the Board's response and any recommendations made in the response. 
 
 
(e) Solicit the advice and expert knowledge of the 
 
Board on any matter relating to the administration and enforcement of this Act.
