Home rule preemption.

The provisions of this Act are declared
to be an exclusive exercise of power by the State of Illinois pursuant to
paragraphs (h) or (i) of Section 6 of Article VII of the Illinois Constitution.
No home rule unit may impose any requirement or regulation on any public
utility inconsistent with or in addition to the requirements or regulations
set forth in this Act.
