for any domestic, foreign or alien company transacting business in this State to commit any of the acts contained in Section 154.6 if: (a) it is committed knowingly in violation of this Act or any rules promulgated hereunder; or (b) It has been committed with such frequency to indicate a persistent tendency to engage in that type of conduct.
