regulations necessary to implement the provisions of this Act which shall include, but not be limited to: (a) construction of the facility including, but not limited to, plumbing, heating, lighting, and ventilation which shall ensure the health, safety, comfort and privacy of patients and protection from fire hazard; (b) number and qualifications of all personnel, including administrative and nursing personnel, having responsibility for any part of the care provided to the patients; (c) equipment essential to the health, welfare and safety of the patients; and (d) facilities, programs and services to be provided in connection with the care of patients in ambulatory surgical treatment centers. limited to, plumbing, heating, lighting, and ventilation which shall ensure the health, safety, comfort and privacy of patients and protection from fire hazard; including administrative and nursing personnel, having responsibility for any part of the care provided to the patients; safety of the patients; and in connection with the care of patients in ambulatory surgical treatment centers.
