The Department may designate county and multiple-county health

departments or municipal boards of health to make inspections relating to
compliance with this Act and the standards prescribed by the Department.
The reports and recommendations of any such agency shall be in writing and
shall state its findings with respect to compliance or non-compliance with
this Act and the regulations. The Department or the designated agency shall
make at least one annual inspection of each youth camp while it is in
operation. The duly authorized representative of the Department or
designated agency shall have the right of entry and access to any such camp
at any reasonable time.

 
All youth camps operated by the State of Illinois and Departments
thereof shall be inspected only by Department personnel.
