(1) Amounts that are appropriated from the Tourism Promotion Fund to the Department for the purpose of making grants under Sections 5 and 6 of this Act shall be allocated by the Department as follows: (a) 62.5% to local promotion groups, municipalities, and counties not wholly or partially within any county of more than 1 million population; (b) 37.5% to local promotion groups, municipalities, and counties wholly or partially within any county of more than 1 million population. However, if sufficient local funds cannot be raised to match the allocation made under either paragraph (a) or (b) of this subsection, such appropriations may be reallocated, in whole or in part, to any applicant or applicants able to qualify for a grant or may be used by the Department to promote the tourist attractions of the State of Illinois as a whole. (2) Amounts that are appropriated from the Tourism Promotion Fund to the Department for the purpose of making grants under Sections 5 and 6 of this Act to match funds from the private sector may be used by the Department in any county of this State. and counties not wholly or partially within any county of more than 1 million population; and counties wholly or partially within any county of more than 1 million population.
