Illinois Code § 20 ILCS 655/9.2

Exemptions from Regulatory Relaxation.

(a) Section 9 and
subsection (a) of Section 9.1 do not apply to rules and regulations promulgated
pursuant to:

 
 
(i) the "Environmental Protection Act";

 
 
(ii) the "Illinois Historic Preservation Act";

 
 
(iii) the "Illinois Human Rights Act";

 
 
(iv) any successor acts to any of the foregoing; or

 
 
(v) any other acts whose purpose is the protection of 
 
the environment, the preservation of historic places and landmarks, or the protection of persons against discrimination on the basis of race, color, religion, sex, marital status, national origin or physical or mental disability.

 
(b) No exemption, modification or alternative to any agency rule or regulation
promulgated under Section 9 or 9.1 shall be effective which

 
 
(i) presents a significant risk to the health or 
 
safety of persons resident in or employed within an Enterprise Zone;

 
 
(ii) would conflict with federal law or regulation 
 
such that the state, or any unit of local government or school district, or any area of the state other than Enterprise Zones, or any business enterprise located outside of an Enterprise Zone would be disqualified from a federal program or from federal tax or other benefits;

 
 
(iii) would suspend or modify an agency rule or 
 
regulation mandated by law; or

 
 
(iv) would eliminate or reduce benefits to 
 
individuals who are residents of or employed within a Zone.
