Human Services. The Department of Human Services may establish, with financing to be provided through the issuance of bonds by the Illinois Finance Authority pursuant to the Illinois Finance Authority Act, a low-interest loan program to help child care centers and family day care homes accomplish the following: (a) establish a child care program; (b) meet federal, State and local child care standards as well as any applicable health and safety standards; or (c) build facilities or renovate or expand existing facilities.
