The Task Force shall hold one or more public hearings, at which public testimony shall be heard. The Task Force shall report its findings and recommendations to the General Assembly on or before July 1, 2012. The recommendations shall include, but are not limited to: (1) identifying a practical method for the standardized collection and analysis of data on the racial and ethnic identity of arrestees by State and local law enforcement agencies; and (2) providing proposed legislation, drafted with the standardized collection and analysis of data on the racial and ethnic identity of arrestees by State and local law enforcement agencies; and
