The General Assembly finds that: (1) Renewable energy is a critical component of the State's transition to 100% clean energy by 2050. (2) The State has made it a priority to catalyze the development of wind and solar generated electricity and energy storage systems through various incentive programs. (3) Wind and solar electric generating equipment and energy storage systems have a limited economically productive lifespan. (4) At the end of life of a wind turbine, solar panel, or energy storage system, there are a number of recyclable components including various raw materials. (5) The State should develop an end of life plan to recycle the components of renewable energy generating equipment and energy storage equipment to avoid pollution and material waste.
