For the purposes of this Act, "local anti-crime
program" means a plan established in various regions of this State which
is designed to encourage the public to report incidences of crime to law
enforcement agencies and to assist such agencies in the apprehension of
criminal offenders. "Local anti-crime program" also means a drug alert
program or drug task force composed of or created by local law enforcement
agencies.
