(a) The Drug Treatment Fund is hereby established as a special fund within the State treasury. There shall be deposited into this fund such amounts as may be provided by law. (b) Moneys in this fund shall be appropriated to the Department for grants to community-based agencies or nonprofit organizations providing residential or nonresidential treatment or prevention programs or any combination of those programs or as otherwise provided by law.
