and any system of measurement or identification that may be adopted by law or rule in the various penal institutions or bureaus of identification wherever located. The Illinois State Police shall make a record consisting of duplicates of all measurements, processes, operations, signaletic cards, plates, photographs, outline pictures, measurements, descriptions of and data relating to all persons confined in penal institutions wherever located, so far as the same are obtainable, in accordance with whatever system or systems may be found most efficient and practical.
