For the purposes of this Act, unless the context otherwise requires: "Department" means the Department of Human Services. "Secretary" means the Secretary of Human Services. Any reference to the "director" of the Department of Human Services or of a predecessor department or agency occurring in any law or instrument shall, beginning July 1, 1997, be construed to mean the Secretary.
