Sec. 4b. 

Before the filing of the first pleading in federal district court
in any civil action brought by the Attorney General in the name of the State
as parens patriae on behalf of the natural persons residing in this State,
as authorized by Section 4c of the Clayton Act, 15 U.S.C.A 15c, the Attorney
General shall file with the Auditor General a statement disclosing the fee
arrangements applicable to the attorneys' fees in relation to that civil action.
