Notwithstanding any other provision of this Act, the Secretary may adopt rules for the regulation of any EISA provider that does not engage in the servicing of student loans, including, but not limited to, EISAs. The Secretary's authority to adopt rules shall include, but is not limited to, licensure, examination, supervision, investigation, confidentiality, and enforcement. The rules adopted by the Secretary shall not incorporate any provision of Article 1, 5, 10, 15, 20, or 25 of this Act if that provision conflicts with this Article.
