following qualifications: (a) That the individual is a resident of this State and a citizen or lawful permanent resident of the United States; (b) That the individual has been accepted in a dental school located in Illinois; (c) That the individual exhibits financial need as determined by the Department; (d) That the individual has earned an educational diploma at an institution of education located in this State or has been a resident of the State for no less than 3 years prior to applying for the grant; (e) That the individual is a member of a racial minority as defined in Section 3.07; and (f) That the individual meets other qualifications which shall be established by the Department. and a citizen or lawful permanent resident of the United States; school located in Illinois; determined by the Department; diploma at an institution of education located in this State or has been a resident of the State for no less than 3 years prior to applying for the grant; minority as defined in Section 3.07; and which shall be established by the Department.
