"administrative decision" as defined in Section 3-101 of the Code of Civil Procedure, and any resident, petitioner, or board of education entitled to receive a certified copy of the Hearing Board's order may, within 35 days after a copy of the decision sought to be reviewed was served by certified mail, return receipt requested, upon the resident, petitioner, or board of education, thereby file a complaint for a judicial review of that decision in accordance with the Administrative Review Law and the rules adopted pursuant thereto. The commencement of any action for judicial review operates as a stay of enforcement, and further proceedings must not be had until final disposition of such review. Any change in boundaries resulting from the proceedings under Sections 7-2.4 through 7-2.7 takes effect on the date determined pursuant to Section 7-9 of this Code.
