Sec. 11E-15. 
School district conversion.
 
(a)
One or more unit districts and one or more high school districts, all of which are contiguous, may, under the provisions of this Article, be converted into a dual district through the dissolution of the unit district or districts and the high school district or districts if the following apply:
 
 
(1) each elementary district to be created includes 
 
all of the territory within a unit district to be dissolved; and
 
 
(2) the high school district to be created includes 
 
all of the territory within the unit districts and high school districts to be dissolved.
 
(b) Two or more contiguous unit districts may, under the provisions of this Article, dissolve and form a single new high school district and new elementary districts that are based upon the boundaries of the dissolved unit districts.
