Creation of Foundation.

The General Assembly authorizes the
Lieutenant Governor, in accordance with Section 10 of the State Agency Entity
Creation Act, to create the Illinois Distance Learning Foundation. Pursuant
to this authority, the Lieutenant Governor shall create the Illinois Distance
Learning Foundation as a not-for-profit foundation. The Lieutenant Governor
shall file articles of incorporation as required under the General Not For
Profit Corporation Act of 1986 to create the Foundation. The Foundation's
Board of Directors shall be appointed by the Lieutenant Governor from time to
time. The Lieutenant Governor shall serve as Chairman of the Board of
Directors of the Foundation. The Director of the Governor's Rural Affairs
Council shall serve as the initial Director of the Foundation. No member of
the Board of Directors may receive compensation for his or her services to the
Foundation.

 
Until January 11, 1999, while the office of Lieutenant
Governor is vacant,
the powers and duties of the Lieutenant Governor and the Office of the
Lieutenant Governor under this Act shall be carried out as provided in Section
67.35 of the Civil Administrative Code of Illinois (renumbered; now Section
405-500 of the Department of Central Management Services Law, 20 ILCS
405/405-500).
