To the end that payment of compensation secured by this law shall be adequately protected, the commissioner [director] of [the department of] insurance is hereby authorized and empowered to make and change from time to time such reasonable regulations as he may deem necessary with reference to required capital stock, surplus and reserves of sureties securing payment of compensation under this law.
