(1) The governor shall appoint a workforce development council in accordance with section 111 of the federal workforce investment act of 1998, as amended (29 U.S.C. 2821) and federal regulations promulgated thereunder. Members of the body shall serve at the pleasure of the governor and shall be reimbursed for ordinary and actual expenses. The governor shall prescribe the duties and functions of the workforce development council which shall include, but not be limited to, the following: (a) To serve as an advisory body to the department on matters related to workforce development policy and programs; (b) To approve and provide oversight of department expenditures from the employment security special administration fund established under section 72-1347A , Idaho Code; (c) To develop and provide oversight of procedures, criteria and performance measures for the workforce development training fund established under section 72-1347B , Idaho Code; and (d) To serve as the state workforce investment board in accordance with section 111 of the federal workforce investment act of 1998, as amended, and federal regulations promulgated thereunder. (2) The director may appoint special committees in connection with the administration of this chapter.
