The court may issue a warrant, directing the defendant be arrested and brought before the court, when a petition is presented to the court to commence the proceedings and it appears that: (1) the summons cannot be served; or (2) the defendant has failed to obey the summons; or (3) the defendant is likely to leave the jurisdiction; or (4) a summons, in the court's opinion, would be ineffectual; or (5) the safety of the plaintiff is endangered; or (6) a defendant on bail or on parole has failed to appear.
