It shall be the duty of said joint printing committee, prior to the adjournment of any session of the legislature, to advise such legislature of the appropriations necessary to cover the cost and expense of the printing of said session laws. The speaker of the house of representatives and the president of the senate shall check and approve all claims for payment. All costs incurred in publishing the session laws shall be a proper charge against the legislative fund, unless an appropriation for such purpose has been made.
