If no contribution is received or expenditure made by or on behalf of a candidate or political committee during a period described in section 67-6607 or 67-6608 , [Idaho Code,] the political treasurer for the candidate or political committee shall file with the Secretary of State, at the time required by such section of this act for the period, a statement to that effect.
