In regard to any obligation on any state agency or other entity to provide records to the department of administration pursuant to section 67-5780 or 67-5781 , Idaho Code, the obligation for quality remains with the originator and does not transfer to the department of administration by virtue of its receipt or by integration or other use of such records.
