Notwithstanding any provision in this chapter to the contrary, the administrator of the division of purchasing may, instead of soliciting bids, contract for services or property at a price equal to or less than the contractor's current federal supply contract price for sales to the general services administration of the United States without the use of competitive bids so long as the contractor has indicated a willingness in writing to extend such contractor pricing, terms and conditions to the administrator and the administrator considers the price to be advantageous to the state.
