Whenever any employee of an agency is charged with the responsibility of acquiring property for and in behalf of the state, he shall, whenever and wherever possible, negotiate discounts normally given in the ordinary course of business, including, but not limited to, discounts for prompt payment and discounts for bulk acquisitions. It shall be the duty of the administrator to prescribe by rules and regulations the manner by which to obtain such discounts, and to do whatever is necessary to implement such rules and regulations.
