The park and recreation board of the department of parks and recreation shall have the supervision and control of Heyburn Park. Said board shall have power and it shall be its duty to make and enforce rules and regulations necessary for the use and government of said park and to determine the manner and provide the means for the enforcement of said rules and regulations.
