No moneys in the occupational license account may be expended except by appropriation. All expenses of the bureau of occupational licenses, including salaries and/or wages of employees, incurred in administering the provisions of law relative to the licensing of trades, businesses, occupations and professions shall be paid out of the occupational licenses account by warrants drawn by the state controller upon the treasurer upon allowance of verified claims by the state board of examiners in the manner provided by law, but no claim shall be allowed except by the approval of the chief of the bureau of occupational licenses.
