(1) On the first business day of each July, or as soon thereafter as possible, the administrator of the division of veterans services, as directed by the Idaho veterans recognition committee, shall request the state controller to make a transfer to the Idaho veterans recognition income fund. (2) The amount of the transfer shall not exceed five percent (5%) of the Idaho veterans recognition fund's average monthly fair market value for the first twelve (12) months of the preceding twenty-four (24) months. Further, the distribution shall not exceed the Idaho veterans recognition fund's fair market value on the first business day in July.
