(1) No nonschool taxing district shall exercise any powers provided pursuant to section 63-1305A , Idaho Code, unless a majority of qualified electors, voting in an election held in such nonschool taxing district, vote to approve the question of whether the governing body of such district may exercise the powers and authority provided for in section 63-1305A , Idaho Code. (2) The election provided for in this section shall be held in accordance with the provisions of section 34-106 , Idaho Code.
