The proceeds received from such sales shall be disposed of as follows: 1. They shall be applied to pay the expenses of said sale. 2. To discharge any outstanding claims incurred in entering the town site of said town. 3. The surplus, if any, shall be a special fund, to be held by such judge or corporate authorities, to be used in making public improvements in such town.
