All encumbered but unexpended, and unencumbered balances in the appropriations made by Chapter 17, First Extraordinary Session Laws, Twenty-eighth Legislature, are hereby transferred into and made part of the permanent building fund, and the same are hereby re-appropriated and set aside in the permanent building fund to be used exclusively for the purposes set forth in said act, without impairment of existing encumbrances.
