The board shall issue a license to a retail cosmetics dealer if it meets the following conditions: 1. Completes the application forms for licensure as required by the board; 2. Pays the appropriate license fees as required by section 54-818 , Idaho Code; 3. Specifies a location within the retail cosmetics dealer's business as the area where the cosmetics will be sold; and 4. Provides facilities and equipment in an area within the business premises to properly sanitize and store equipment and supplies necessary to perform any cosmetic application services provided. The required facilities and equipment shall include: (a) hot and cold running water; (b) chlorine water and alcohol, or any other acceptable method of sanitation between customer application services; (c) single use samples, wipes, spatulas, or other dispensing techniques designed to prevent contamination of the cosmetic product; (d) an adequate first aid kit; and (e) adequate restroom facilities.
