All fees of any kind collected under the provisions of this act shall be deposited in the state treasury to the credit of an account to be known as the state board of nursing account in accordance with chapter 8, title 57 , Idaho Code, which is hereby created and all such monies as are now in or may hereafter come into such account are hereby appropriated for carrying out the purposes and objectives of this act and to pay all costs and expenses incurred in connection therewith. Such monies shall be paid out upon warrants drawn by the state controller upon presentation of proper vouchers approved by the state board of nursing.
