The reclamation provisions of this chapter shall be in full force and effect on and after May 31, 1971. An operator shall not be required to perform the reclamation activities referred to in this chapter as to any surface mining operations performed prior to May 31, 1972, and further, shall not be required to perform such reclamation activities as to any pit or overburden pile as it exists prior to May 31, 1972. The cyanidation provisions of this chapter shall be in full force and effect on and after July 1, 2005. The board shall promulgate temporary rules by August 1, 2005, to implement the provisions of this act.
