The council may, with concurrence of the governor of the state of Idaho, create the position of an operations manager and the position of an administrative assistant, which positions shall be exempt from the requirements of the merit system, chapter 53, title 67 , Idaho Code. In accordance with the laws of the state, the adjutant general may hire, fix the compensation and prescribe the powers and duties of such other individuals, including consultants, as may be necessary to carry out the provisions of this chapter.
