As used in this chapter: (1) "Cooperation" means to work or to act together towards a common end or purpose. (2) "Coordination" means harmonious adjustment or interaction of equal functions of similar importance. (3) "Council" means the Idaho statewide interoperability executive council. (4) "Interoperability" means the ability of public safety service and support providers, law enforcement, firefighters, EMS, emergency management, public utilities, transportation and others, to communicate when necessary with staff from other responding agencies, and to exchange voice, video and/or data communications on demand, in real time, and when authorized.
