The director of the department of water resources is hereby vested with the power and authority to enforce the provisions of chapter 38, title 42 , Idaho Code, and rules and regulations promulgated pursuant to it. The director may delegate to employees of the department of water resources authority to issue Idaho uniform citations, as provided for by the rules of the court for magistrates division of the district court and district court, to violators of the provisions of chapter 38, title 42 , Idaho Code, and rules and regulations promulgated pursuant to it.
